Yes. The first step of installation is to lower the exhaust by removing the rubber isolators from the muffler hangers. After the hitch is installed and fastened, you must raise the exhaust back into position and reinstall the rubber isolators.
The correct order from the vehicle side is: 2" carriage bolt (6), square hole spacer (7), vehicle's tie down hook, round hole spacer (8), and hitch's mounting tab. The conical toothed washer (5) and nut (4) are then installed and hand tightened to hold the hitch in place.
All 1/2-13 GR5 fasteners must be tightened to 75 Lb.-Ft. (102 N·M) using a torque wrench. This applies to the three nuts that secure the hitch to the vehicle frame.
Thread the bolt leader onto the 1 1/2" carriage bolt and insert the bolt leader through the hole in the reinforcing plate. Fish the bolt leader and assembly through the access hole in the bottom of the frame, then carefully pull down through the proper hole in the frame. Repeat for the other side. Do not push the bolt assemblies back into the frame channels. Once positioned, remove the bolt leaders and install the conical toothed washer and nut.
No drilling is required. However, the frame access hole may need to be enlarged using a file or by prying with a wrench to allow the reinforcing plate and bolt head to pass through. Enlarge the hole only enough to get the hardware through. Do not use a torch to cut or enlarge the access hole.
