The 58309 kit provides 1-3/4" carriage bolts for front rail long bracket and rear rail short bracket driver side attachment.
Yes, drilling is required. You must drill through the bed and the top of the frame on both sides for Row C mounting holes. For Row D passenger side attachment, you also drill through the bed and the top of the frame. Additionally, you must drill holes in the frame to attach angle brackets using a 1/2" drill bit, using the angle bracket as a template to locate the holes.

Before drilling, check for obstructions such as fuel lines, brake lines, and structural members. Failure to check could result in damage to these critical components. For Row C, place a tube spacer inside the bed sill on top of the frame and under the bottom of the bed. Line up the spacer with the drilled hole before inserting the 3" carriage bolt. Repeat this process for both sides. The mounting holes for Row C go through the inside of the bed sill.
For Row D passenger side attachment, stack two 1/2" spacers and a bevel washer (provided in the 3204 kit) to fill the gap between the bed and the frame. Drill through the bed and the top of the frame. Use another bevel washer, flat washer, and hex nut to fasten the 3" carriage bolt in place.
Install the long bracket on the front rail and the short bracket on the rear rail driver side using 1-3/4" carriage bolts from the 58309 kit. All other attachments to the bed use 2" carriage bolts from the 3200 kit. The diagram shows the long bracket used with 1-3/4" carriage bolts on the front and the short bracket on the rear driver side.
Yes, each angle bracket must be fastened to the frame with either 2 ea. 1/2" bolts or welded. An optional weld pattern is shown in the manual. Choose the holes that give the widest bolt pattern if you choose to bolt instead of weld.
