Yes. Step 1 requires you to lower all four muffler exhaust hangers. The manual recommends sliding the rubber hanger off the chassis side. After installation is complete, you must re-install the exhaust into its original position.
Yes. You must enlarge the center hole on both sides of the frame rail to allow the spacer and carriage bolts to pass through. The manual does not specify exact enlargement dimensions, only that the hole must be large enough to accommodate these components.
The fishwire technique is used to guide fasteners through the enlarged center hole. Attach the 1/2" fishwire to the carriage bolt, slide the spacer onto the fishwire, push the bolt through the hole followed by the spacer, then pull the bolt back into position protruding from the frame. Install forward and aft fasteners first, then use the reverse pull method for the center hole fasteners.

Raise hitch into position and attach using supplied 1/2" hex flange nuts. 5. Torque all 1/2" fasteners to 110 lb-ft. 6. Re-install exhaust into original position.
