Yes, you must remove the underbody panel. Use a flathead screwdriver to remove four push fasteners, then use a 14mm socket to loosen three nuts. Return the panel and fasteners to the vehicle owner.
All M10 bolts must be tightened to 48 ft-lbs.
The manual notes that lowering the exhaust may be needed to ease installation, but does not state whether it is required. If you encounter interference, lower the exhaust as needed.

The kit includes six M10 x 1.25–35mm hex bolts (Class 10.9) and six 7/16" conical-toothed washers. These are the only fasteners supplied; the hitch bolts to existing vehicle frame weldnuts.
The conical-toothed washers must be oriented correctly under the hex bolts. Refer to the weldnut cleaning diagram on page 2, which shows the proper orientation of the conical-toothed washer between the hex bolt and the hitch side plate.
Raise the hitch into position and loosely secure it with all six M10 bolts and six conical-toothed washers first. Once the hitch is positioned correctly, tighten all M10 bolts to 48 ft-lbs.
To remove debris from weldnuts, spray lubricant or compressed air into the hole. For heavy debris, use a wire brush. Take care not to damage the threads.
