No. The hitch is installed on the outboard side of the frame rails while the factory step bumper remains in place. The existing bumper mounting bolts are reoriented and used to secure the hitch brackets.
The factory bumper mounting bolts support the step bumper. If all bolts are removed at once, the bumper will fall. Bolts must be turned around one at a time to prevent the bumper from falling and to maintain support during the hitch installation process.
The existing bumper mounting bolts must point outboard (toward the outside of the vehicle) with the head of the bolt against the bumper mounting bracket. If the factory bolts point inboard, they must be turned around one at a time so they point outboard and are flush with the outboard side of the frame rails.
1. Remove all nuts from the existing bumper mounting bolts (3 per side) but do not remove the bolts yet. 2. If bolts point inboard, turn them one at a time to point outboard, flush with the outboard side of frame rails. If already pointing outboard, pull them out to be flush with the outboard side. 3. Raise the hitch into position and push the bumper mounting bolts through the hitch brackets. Reinstall the flange nuts removed in step 1. 4. Install the remaining bolts as shown in the diagram.

Do not remove all bumper mounting bolts at once as the bumper will fall. If the hitch is removed, plug all holes in the trunk pan or other body panels to prevent entry of water and exhaust fumes. A damaged hitch or ball must be removed and replaced immediately.
