You do not need to remove the entire bumper. You only need to remove the bumper brackets from the frame. On 2007 and older trucks, the bumper brackets are on the outside of the truck frame. Taping the 5/8" thick blocks to the side of the frame or bumper brackets before raising the hitch into place helps hold them in position during installation. This makes it easier to align the hitch and blocks correctly before inserting the bolts. The blocks are essential spacers that fill the gap created by the existing weld on the bottom of the truck frame and the existing flat washer holding the bumper bracket on newer trucks.
