The fascia, air deflector shroud, belly pan, and bumper core must be removed during installation and then reinstalled after the baseplate is installed. All removed items should be placed on a flat, sturdy surface.
Yes, drilling is required. You must drill a 1-1/4-inch hole in the frame on both sides of the vehicle using a hole saw, and then drill two additional 13/32-inch holes on each side using the baseplate holes as a guide. Some trimming of the air deflector shroud is also required to fit around the baseplate.
Required tools include: large vise grip, flat screwdriver, utility knife, 1-1/4-inch hole saw, torque wrench, drill, tape measure, 13/32-inch drill bit, 10MM socket, 12MM socket, and 9/16-inch socket. Loctite Red is also required.
The kit includes: 6 nut plates (3/8-16 with 14-inch wire), 1 BX3618 baseplate, 2 spacer tubes (3/4-inch), 4 3/8-16 x 1-1/2-inch hex head bolts (Grade 5), 2 3/8-16 x 2-inch hex head bolts (Grade 5), 6 3/8-inch lock washers, 2 Class III safety cables, and 2 3/8-inch quicklinks.

Reinstall air deflector shroud (trimmed). 11. Attach safety cables. 12. Reinstall belly pan and fascia.
Unclip the air temperature sensor from its bracket on the left side and relocate it to the backside of the bracket, closer to the radiator. This clears the baseplate when installed.
Unclip the wire loom from the side of the frame and pull it aside on both sides of the vehicle before sliding the baseplate into place.
After sliding the baseplate into place and fastening it with the initial 3/8-inch x 1-1/2-inch bolt and nut on both sides, ensure the baseplate is level before tightening all hardware.

Their function is to prevent the towed vehicle from breaking loose if the connection between the frame and baseplate fails or becomes disconnected. However, they are not a replacement for legally required safety cables attaching the towed vehicle to the towing vehicle.
Each permanent baseplate safety cable must have an adequate weight rating for the towing system. The weight rating of the two cables together will not qualify—each cable must individually meet the requirement.
Do not mount the permanent baseplate safety cables against wires, hoses, or brake lines. If the baseplate is improperly installed against a wire or hose, it could cause fluid leaks or electrical shorts some time after installation.
