Yes. Step 1 requires you to remove 3 plugs from each frame rail towards the center of the vehicle before beginning the fishwire installation technique.
The fishwire technique uses the included 9/16" fishwire tools to guide bolts and spacers through the vehicle frame rails. Insert the coiled end of the fishwire through the hitch mounting hole in the frame rail and out the access hole. Pass the coiled end through the spacer and thread the carriage bolt into the coil. Kink the wire to keep the spacer separate from the bolt. Pull the fishwire, spacer, and bolt through the frame and out the mounting hole. This prevents loss of bolts or spacers inside the frame rail.
1. Remove 3 plugs from each frame rail towards the center of the vehicle. 2. Use the included fishwire tools to install the hardware in the vehicle frame, leaving the fishwires attached. 3. Raise the hitch into position by pulling the fishwires through the proper holes in the hitch. 4. Pull the bolts through the hitch, then carefully remove the fishwire and attach the nuts. 5. Torque all 9/16" hardware to 130 ft-lbs.

Six fishwire tools (9/16") are included with the kit. These are used to guide the carriage bolts and spacers through the vehicle frame rails during installation.
The six spacers (0.313" x 1.50" x 3.00") are threaded onto the fishwire and then pulled through the vehicle frame rails along with the carriage bolts. They separate the bolt from the frame rail and are part of the mounting assembly.
Leave the fishwires attached after installing the hardware in the vehicle frame (Step 1). Use them to pull the bolts through the hitch mounting holes as you raise the hitch into position (Step 2). Only after pulling the bolts through the hitch should you carefully remove the fishwire and attach the nuts.
