Yes. You must remove all plastic underbody panels to access the frame rail weld nuts. The manual requires removal of push fasteners and bolts from these panels in Step 1. You can either return the panels to the vehicle owner or trim and reinstall them after hitch installation.

No drilling is required. The hitch uses existing holes in the frame rail and existing weld nuts. The manual explicitly states "NO DRILLING REQUIRED."
Trimming is optional. The manual states "TRIM UNDER BODY PANEL (OPTIONAL)." If you choose to trim, the driver side requires a long thin cut 7.50" from the edge of the large hole and 2.50" deep, plus trimming the corner along panel seams.
