Yes. Two holes must be drilled: a 3/4" hole in the lower spring seat (using the provided template) and a 5/16" hole for the inflation valve. The 3/4" hole is drilled after the rubber bump stop is cut. All burrs and sharp edges must be removed after drilling. These are permanent modifications to your vehicle.
The bottom two sections of the rubber bump stop must be cut off from the upper spring seat and discarded. This is shown in Figure 1 of the manual. The bump stop is cut before drilling the 3/4" hole in the lower spring seat.
