Fish wire is a tool used to push or pull an electrical wire through a blind hole (a hole you cannot see through). For the 58994, you use fish wire to route the yellow wire from the bottom up to the driver-side taillight cavity, and later to route the 4-flat harness down the inner fender. Insert the fish wire through the blind hole, locate it on the other side, use tape to secure the harness to the fish wire, and pull back.
