In step 3, feed the pullwire through the enlarged hole, attach the first spacer and bolt, and feed them into the frame rail. Leave the pullwire attached. Repeat on both frame rails. In step 4, feed the second spacer and bolt through the enlarged hole and back out (do not push them all the way in). Leave the pullwire attached. Repeat on both frame rails. This creates two fastening points per frame rail.
