On the driver side, raise the hitch first, guiding the flange on the side bracket around the carbon canister. The carriage bolts are installed by reaching between the bumper fascia and over the top of the carbon canister. Then raise the passenger side into position.
The conical washers must be installed with the teeth side facing toward the hitch. This applies to both the 1/2" conical washers on the carriage bolts and the 7/16" conical washers on the M10 bolts.
