No. During step 4, loosely reinstall the 8 existing M12 bolts into the end panel to hold the hitch in position. Only after the fascia has been trimmed and reinstalled should you use a torque wrench to tighten all M12-1.50 CL8.8 fasteners to 68 Lb.-Ft. (92 N·M).
Reconnect all wiring harnesses first. Then reinstall the fascia using the original hardware that was removed in steps 1 and 2 of the disassembly process.
