The 7/16" pull wire (provided) is used to feed the 7/16" carriage bolt and spacer through the access slot in the passenger side frame (step 5). The pull wire is threaded through the spacer and side bracket as you lift the hitch into place (step 6). After the M12 bolt is installed and the exhaust bracket is rotated back, the pull wire is removed and replaced with the 7/16" nut and washer (step 7).
In step 5, bend the handle nut (Item 3) and insert it into the passenger side frame over the center hole. The handle nut is not part of the fastener kit and is strapped to the hitch; remove it before beginning installation (as noted at the top of the instructions).
In step 5, tape spacer Item 9 to the inside of the side bracket. This spacer is 0.25 x 1.50 x 3.00 inches.

On the driver's side, insert the T-Connector end with the yellow wire between the vehicle wiring connectors and lock into place, ensuring locking tabs are fully engaged. 4.
