Fish-wire is used to route the carriage bolts and spacer blocks through the frame. After drilling the 1-1/8" access hole, you thread a fish-wire through the access hole and down through the rearmost hole in the frame bottom, attach a carriage bolt and 1 x 2 spacer block to the wire, then pull the wire back through to draw the bolt and block into position. Repeat for the forward hole using a 1 x 3 spacer block. Leave the fish-wires attached to the bolts and feed their ends through the hitch holes.
