Fulton has produced marine and utility trailer hardware for more than a century, and its jacks, winches and couplers are a standard for light and medium-duty trailering. The XLT and F2 series cover swivel and fixed jacks, hand and powered winches from 1,500 to 3,200 pounds, and couplers built to keep working in wet, salty conditions.
With more than a hundred years of production behind it, Fulton has become the reference point for light and medium-duty trailer hardware, particularly on the marine side. That environment is the toughest test a trailer component faces. A boat trailer is reversed into fresh or salt water on every launch and left to sit wet, which finds every weakness in plating, sealing and material choice. Fulton's stated position is that the brand performs best when the weather is at its worst, and its product engineering reflects that. It sits within the Horizon Global towing group alongside Reese, Draw-Tite, Bulldog, Tekonsha and Wesbar.
Marine and utility jacks anchor the line. The XLT Series marine jack uses a bolt-through swivel mount built from three-dimensionally formed heavy-gauge steel stampings with a proprietary bushing material, a combination chosen to minimise deflection under tongue load while keeping the swivel action working after years of exposure. The F2 Series takes corrosion resistance further as the industry's only extruded aluminium marine jack with an anodised finish, which removes the rust problem at its source rather than coating over it. The wider trailer jack range covers topwind, sidewind and drop-leg configurations.
Trailer winches pull boats onto bunks and rollers. XLT Series winches use efficient gear ratios, full-length drum bearings, oil-impregnated shaft bushings and a Comfort Grip handle that makes the last few turns under load bearable, in 1,500 and 1,800 pound capacities. F2 Series winches use an enclosed frame for a cleaner look and added protection, in 1,600, 2,000 and 3,200 pound models, including two-speed options that trade line speed for cranking effort.
Couplers complete the range, including A-frame couplers matched to common tongue sizes and load ratings, serving boat owners, utility trailer users and trailer manufacturers.

Fulton® F2® Winches
The model number is F3647 (Rev-B 19169). The manual revision date is 05/13.
The F2 is designed for manual operation only. The load rating is based on an intermittent duty cycle and manual cranking.
The mounting surface must be equal to or greater than the footprint of the winch frame. This ensures adequate support and load distribution.
Three 3/8" diameter grade-5 carriage bolts and lock nuts are supplied with the winch for attaching it to the mounting structure.
A 9/16" socket is required to torque the handle locknut. A torque wrench is needed to achieve the specified torque values (20-25 ft-lbs for handle assembly, 22-25 ft-lbs for adjustable handle bolts, and 28-30 ft-lbs for mounting bolts).
Yes, a strap anchor is provided with the winch. It is used to secure the strap loop under the cross bolt on the winch drum.
The locknut should be torqued to 20-25 ft-lbs using a 9/16" socket.
Yes. The adjustable handle (6" to 9") can be mounted in right or left hand orientation. To switch, remove the bolt and washers from each side of the drive shaft, push the hex shaft 1/2"-3/4" through to the other side (do not remove completely to keep internal gears and bushings inline), place the handle bolt and washers on the handle side, and torque to 22-25 ft-lbs. Repeat for the opposite side. Do not over torque.
The handle bolts should be torqued to 22-25 ft-lbs on each side of the drive shaft.
The three 3/8" diameter grade-5 carriage bolts/lock nuts should be torqued to 28-30 ft-lbs.
Pass the strap loop under the cross bolt, insert the strap anchor in the strap loop, then pull tight. Always maintain a minimum of three complete wraps of strap on the drum.
Fulton brand F2 winches require a maximum of 45 lbs of handle force to pull the rated load. Excessive force in turning the winch handle may indicate overload.
If you cannot crank the winch with one hand, you are potentially overloading the winch. Do not continue operating. Check that the load does not exceed the rated capacity marked on the winch.
A loud clicking sound from the ratchet must be heard when pulling the load. If the winch is properly engaged but no loud clicking sound is heard, do not use the winch and replace ratchet components immediately.
Always maintain a minimum of three complete wraps (or layers) of strap on the drum. Capacity is based on direct line pull on the third layer of strap on the drum and is reduced as strap builds up on the drum.
No. Winches are not designed to secure boats to trailers while towing. Boat tie downs must be used for this purpose.

Never operate the winch with slippery, wet, or oily hands. Always maintain a firm grip on the winch handle.

Never release the crank handle unless the ratchet plunger is fully engaged and the load is supported. Always verify engagement before releasing.
No. Do not use cable or rope. The winch is designed to work with strap only.
Always replace bent, broken, or worn parts before using the product. Do not operate the winch with damaged components.
Operator and bystanders should never position any part of their body under or on the path of any portion of the winch or the load being supported or moved. Never stand alongside the winch or guide the strap with your hands.

Check the final installation and make sure the winch is secure to the mounting structure. Verify that all three mounting bolts are properly torqued to 28-30 ft-lbs.
Periodically check mounting hardware for proper torque and tighten if necessary. The manual does not specify an exact interval, but recommends regular inspection.
The F2 is designed with precision fit components and corrosion resistant materials to minimize maintenance. Occasional cleaning with mild soap and water, along with light oil lubrication of contact points, will prolong peak performance and appearance. Gears, ratchet contact points, and shaft bushings must be kept lubricated with thin oil or grease.
Before use, inspect the strap and replace it if damaged. Check mounting hardware for proper tightness and re-torque if necessary. Ensure gears, ratchet contact points, and shaft bushings are lubricated with thin oil or grease.
The F2 Trailer Winch is covered by a Limited Lifetime Warranty to the original consumer purchaser only. The warranty covers material defects in both material and workmanship, ordinary wear and tear excepted, provided installation and use are in accordance with product instructions. The warranty does not cover normal wear and tear, damage from abuse, neglect, misuse, accidents, misapplication, overloading, improper installation, improper maintenance, or product alterations by anyone other than the manufacturer (except alterations made per product instructions in a workmanlike manner). Repair or replacement is the sole remedy. The warranty is not transferable.
