Tighten all fasteners to 19 LB FT.

Hold the bracket up to the leaf spring mount and place the clipped bolt into the obround hole, finger-tight. 3. Insert the top screw (item #13) from behind the frame rail through the leaf spring mount and inboard bracket, place a nut (item #12) and leave finger-tight. 4. Mount the outboard bracket (item #7) to the inboard bracket using 2 screws, washers, and nuts (items #8, #9, #10), leaving these fasteners finger-tight. 5. After the board is mounted, tighten the 7/16-14 nuts to 54 LB-FT and the outboard bracket fasteners to 19 LB-FT.
