The bolt leaders are used to fish the hardware into the frame. You insert the hardware through the bolt leaders, let it sit inside the frame with the bolt leader tails hanging out through the appropriate holes, then insert the ends of the bolt leaders through the frame bracket holes. The bolt leaders are removed after the hitch is positioned and before the nuts are installed.
When raising the hitch into place, align the horizontal arm of the rear exhaust hanger on the passenger side with the large oblong hole in the frame bracket. Position the hitch between the two frame rails and insert the ends of the bolt leaders through the frame bracket holes. A second person can help hold the hitch in place while you pull the hardware through.
After tightening all fasteners, reinstall the remaining exhaust hangers and make sure all the necessary hardware is back in place.
