The conical washers (3 included) are used with the hex nuts to secure the carriage bolts. They are installed on the carriage bolts before the hex nuts are tightened (steps 7 and 8).
Yes. After tightening all fasteners, apply sealant at the carriage bolt attachments inside the spare tire well (step 10). This prevents water and exhaust fumes from entering the vehicle interior.
The two plastic rivets that fasten the fascia tabs to the vehicle are removed by extracting the center of the rivet with a screwdriver (step 2). The rivets are then reinstalled after the hitch installation is complete (step 11).
