The reverse fish wire method is used to install the forward-most fasteners. Attach the 7/16" carriage bolts and 1/4" thick spacer blocks to the pull wire and pull the fasteners into position on both sides. Figure 4 in the manual illustrates the three steps: (A) insert bolt and block into frame, (B) align block on access hole, (C) pull bolt through block.
Two types of spacer blocks are used: (1) 1/4" thick spacer blocks (item 2, part HE-2370-000) are fed through the frame using pull wire for the second, middle, and forward-most attachment holes, and must sit flat inside the frame without overlapping; (2) 1/8" thick spacer blocks (item 3, part 122209) are taped to the top of hitch brackets at the forward-most attachment (one per side) and must sit flush against the bottom of the frame, not on the raised area.
The conical washer (part 01292007, 7/16" size) is installed on each carriage bolt with the toothed side facing against the hitch. Six conical washers are used, one for each of the six attachment points. They are installed loosely before final torquing.
Using a flat-head screwdriver, remove the 3 rubber plugs from the 3 forward holes in the bottom of the frame. Do not remove the rearmost rubber plug. These plugs provide access to the frame for feeding the pull wire and fasteners.
If necessary, adjust the hitch toward the driver's side to provide more clearance between the hitch and muffler. This adjustment is made during step 9 after the hitch is raised into position and before final torquing, to ensure the muffler can be raised back into position without interference.

A hitch or ball which has been damaged should be removed and replaced. Do not continue to use a damaged hitch, as it may fail during towing and cause loss of control or injury.
If the hitch is removed, plug all holes in the trunk pan or other body panels to prevent entry of water and exhaust fumes. This protects the vehicle's interior and prevents corrosion.
The manual does not specify a retorque interval. However, it recommends checking the hitch frequently to ensure all fasteners remain properly tightened. Standard practice is to check fasteners after the first towing trip and periodically thereafter.
Spray a lubricant or soapy water on the rubber hangers. This makes them slide off the metal pins more easily. Allow the lubricant to soak for a few minutes before attempting removal.
Spacer blocks must sit flat inside the frame and must not overlap. If they are overlapping, reposition them so each block lies flat and parallel to the others. Ensure the 1/4" thick spacer blocks (item 2) are properly aligned on the access holes before pulling them fully into position.
The 1/8" spacer blocks (item 3) must sit flush against the bottom of the frame, not on the raised area. If they are positioned incorrectly, adjust the hitch position slightly. If necessary, adjust the hitch toward the driver's side to provide more clearance and allow the spacer blocks to sit properly flush against the frame bottom.
If the hitch interferes with the muffler, adjust the hitch toward the driver's side to provide more clearance between the hitch and muffler. Make this adjustment during step 9, after the hitch is raised into position and before final torquing.
Check that all fasteners are torqued to the correct specification: 50 lb-ft (68 N·m) for all 7/16-14 Grade 5 carriage bolts. Use a torque wrench to retorque any loose fasteners to this specification. Check the hitch frequently during use to ensure all fasteners remain properly tightened.
