Yes, drilling is required. In step 7, you must drill through the forward existing hole on the inside of the frame rail on both sides of the vehicle using a right angle drill and a 17/32" drill bit. If a right angle drill is not available, it may be necessary to remove the winch bracket to allow room for drilling.

Install electrical bracket below license plate bracket using 1" self-tapping screw.
