Yes. The first installation step is to drop the vehicle exhaust by removing the rubber isolators from the metal pegs on the muffler and tailpipe. This allows the hitch to be positioned above the tailpipe. Use spray lubricant to help remove the rubber isolators.
The manual shows that the passenger's side vehicle frame hole must be enlarged to allow the block to fit through. You will need to use a jig saw, cut-off wheel, or die grinder to enlarge this hole. The manual explicitly states: do not cut access or attachment holes with a torch.
The bolt leader is a wire tool that attaches to the 7/16" carriage bolt and helps guide it through the frame and hitch during installation. You insert the coiled end of the bolt leader through the block and screw it onto the bolt, then push the assembly up through the access hole and down through the attachment hole. The bolt leader stays in place during Step 2 to help guide the bolt through the hitch in Step 4, then is removed before final tightening.
During installation, you loosely install the conical toothed washer and hex nut on the 7/16" carriage bolt (Step 4) and the lock washer and nut on the 5/8" carriage bolt (Step 5). All bolts are tightened to final torque specification only in Step 7, after the hitch is positioned and the large block on the driver's side sits flat on the tow hook.

In Step 3, you remove an 8mm bolt from the passenger's side bottom of the frame rail and return it to the vehicle owner. In Step 6, you replace it with a new supplied 8mm x 35mm Class 9.8 hex bolt, inserting it through the hitch and into the vehicle weldnut. This bolt is then tightened to 25 Lb.-Ft. (37 N·M) in Step 7.
The driver's side attachment uses a 5/8" carriage bolt that passes through the square hole in the hitch bracket, then through the opening in the vehicle tow hook, and finally through a large block with a round hole positioned on the back side of the tow hook.
