Yes, drilling is required. You must drill out the existing holes in the bottom of the bumper pods using a 1/2" drill bit. Be sure to drill the elongated holes toward the center of the vehicle on both bumper pods. You may also need to drill through the hitch and bumper to align holes if necessary during Step 5.

Fish-wire 1/2" carriage bolts and blocks through frame access holes. 4. Raise hitch over muffler(s) and exhaust pipe(s), aligning holes and loosely installing washers and nuts. 5. Align hitch holes with bumper pod holes and drill if necessary. 6. Install hex bolts and conical washers through hitch and bumper brackets into handle-nuts. 7. Center hitch and tighten all fasteners to specification. 8. Raise exhaust system back into position and re-attach all removed components.
Tighten 1/2"-13 Grade 5 bolts to 75 lb-ft (102 N·m). However, when tightening 1/2"-13 Grade 5 bolts into the handle-nuts, use a torque specification of 50 lb-ft (68 N·m). A torque wrench is required for proper installation.

Align the holes in the hitch with the previously drilled holes in the bumper pods. If the holes do not align, run the 1/2" drill bit up through the hitch and bumper to align them before installing the hex bolts.
The carriage blocks (1/4" × 1" × 3") are fish-wired through the large access holes in the bottom of the vehicle frame along with the 1/2" carriage bolts. They provide support and proper spacing for the bolts as they pass through the frame before the hitch is raised into position.
Fish-wiring is a technique used to route the carriage bolts and blocks through the frame access holes. You thread the bolts and blocks through the large access holes in the bottom of the vehicle frame and down through the 3/4" holes in the bottom of the frame, as shown in Figure 2. This allows the bolts to be positioned correctly before the hitch is raised into place.
Observe safety precautions when working beneath a vehicle and wear eye protection. Do not cut access or attachment holes with a torch. If the hitch is removed, plug all holes in the trunk pan or other body panels to prevent entry of water and exhaust fumes. A damaged hitch or ball must be removed and replaced immediately.
Check the hitch frequently to ensure all fasteners and the ball are properly tightened. The manual emphasizes regular inspection as part of ongoing maintenance. If any fasteners have loosened or the ball is not secure, re-tighten them to the specified torque values.
After all fasteners are loosely installed, center the hitch on the vehicle by ensuring it is positioned symmetrically relative to the vehicle's centerline. Once centered, tighten all fasteners to the specified torque values: 75 lb-ft (102 N·m) for the main bolts and 50 lb-ft (68 N·m) for the bolts into the handle-nuts.
Remove the plastic push rivets holding the bumper fascia straps to the bumper pods on both sides. Bend the fascia straps down to provide access to the bumper pod holes. After the hitch installation is complete, re-attach the plastic bumper fascia straps and rivets in their original positions.
The conical toothed washers (four 1/2" washers are included) are used with the carriage bolts and hex bolts to distribute load and prevent fasteners from loosening. They are installed under both the lower fasteners (carriage bolts and nuts) and the upper fasteners (hex bolts into handle-nuts).
The handle-nuts (two 1/2"-13 handle-nuts) are threaded fasteners that receive the hex bolts from the bumper brackets. They are slid through slots on the outside of the bumper pods and allow the hitch to be secured to the bumper. They must be tightened to 50 lb-ft (68 N·m).
Leave fasteners loose during the initial assembly steps. In Step 4, loosely install the conical toothed washers and nuts on the lower carriage bolts. In Step 6, install the hex bolts and conical washers loosely. Only after the hitch is centered on the vehicle in Step 7 should you tighten all fasteners to their specified torque values.
If the hitch is removed, plug all holes in the trunk pan or other body panels to prevent entry of water and exhaust fumes. This is important to protect the vehicle's interior and prevent corrosion or damage from moisture and exhaust gases.
