The pull wires are used to feed the carriage bolts and spacers into the frame rails through the access holes. They are left attached during initial positioning and then removed in step 4 before the conical washers and hex nuts are installed.
A bevel washer (item 8) is needed on the driver's side rear attachment only if there is a gap between the vehicle frame and the hitch. If no gap exists, the bevel washer is not required.
