Fishwire is a flexible wire tool included with the kit (3/8" and 5/8" sizes). It is used to route carriage bolts and spacers through holes in the vehicle frame that are difficult to access from above. In Step 12, fishwire is used to route a 5/8" carriage bolt and spacer into the bottom hole underneath the frame. In Step 14, fishwire is used to route 3/8" carriage bolts and spacers into the frame. The fishwire guides the fasteners through the frame so they can be secured with nuts on the opposite side.
The tow bar mounting tabs (#2) are installed only when ready to tow. When not towing, insert the socket plugs (#14) into the ends of the tow bar base plate (#1) instead. This is stated in Step 18.
